Yes, the front core support assembly/frame is different... the top horizontal portion is different and the headlight boxes and inner mounting ear is different. To make it look proper instead of a hack... you swap the front core support.

You'll need the hood, bumper, fenders, headlights and front grill from a 99-00 Civic. You may need to hack the bumper in regards to how it mounts on the chassis, but it shouldn't take more than 5 cuts to do so. Feel free to PM if you have questions, good luck!

Ok, so if you are willing to accept some massaging of the bumper cover and upper core support... and you aren't really interested in a "factory look", then as eghatch9295 stated... you do not need to replace the core support.
As stated in the links that were provided by eghatch9295:

superhonda: " Everything bolts on except the bumper. There are 2 tabs on the new bumper that don't fit the old radiator support. Take the saw and trim off those tabs. You won't be able to put the plastic screws in those 2 holes anymore but the bumper will still be held on by the grill and other screws in the fenders."
Honda Civic DIY: " The core support tabs that hold the inner flaps of the bumper cover (the two outermost grille-type clips) are too wide to accept the 99-00 bumper as a direct fit. Some people have changed the entire core support while others have just cut the mounting pieces off the new bumper."
So both answers are correct... you can modify the car and the parts to make it work pretty good for cheaper, OR you can replace the core support and make the parts work perfectly like a factory car. You decide.
