Default 96 ek hatch/b16a swap - wont go past 3500rpm

Okay so i bought a 96 ek hatch with a b16a ready swapped in. My friend told me the car had trouble with cold starts and yesterday it was freezing and pouring all day long. I turn my car on and no surprise it starts but it idles poorly then shuts off. I have to rev it till it warms up a little then it works fine. Got out of work today and the car stalled on me. While it was parked, then 5 mins later i drive off and i was at 3500rpm and it was making a sound like it was hitting the rev limiter ipulled over shut it off waited a few seconds and turned it back on. It did it once then it let me go past 3500. Also the car had been having a gasoline type smell. Any help is greatly appreciated

As far as the ecu i do not know, all I know is that the ecu is chipped. the car came like this when my friend bought it and no change when i bought it. And the car does have a CEL but lately i havent had time to really check with a scanner due to my overtime at work. The car itself was running fine since i got it. No problems even with the CEL but ever since last night and it was pouring rain the car developed a noticeable gas smell and that thing happened where it reaches 3500rpm. Although it went away after i shut it off its still something i dont want to ignore

find out what ecu is in it. chipped with what? random blind tune? checking codes is a must, basic diagnostics need to be done, unless you like guessing.

check for codes thats where id start , but it sound like it could be the idle air control valve for the idling issue or timing off, i had same issue with my 1995 del sol with a b16 swap and it ended up being timing now it does go over 3500 rpm

Limp mode is what it sounds like. The ECU is detecting something unsafe for the engine, and not letting the engine rev past 3500 to keep it from slagging itself. You need to pull codes and work from there, and stop trying to get it to rev out before you ruin it.

Okay well today i went back to my friend he swapped me the ecu for another p28. Supposedly "chipped" but no. so i swapped the ecu, and the car idles and stays on, no more shutting off on me. it idles lower the the other ecu. This one idles at around 800-900rpm. The other ecu idle was 1,000-1100rpm. the check engine light turned off also it hasnt come back on even after turning the car on and off several times. Ive been driving around since 1pm its 12am now and the hatch was pulling good, goes past 3500 rpms now. The only downside is this ecu doesnt have 2 Step

Yea thanks, car runs smooth. Just wanna get the 2 step back on would it be a chip id have to install on the ecu? A local performance parts shop chips ecu's now but idk if its a wiring thing or a ecu chip
