96 Civic with steering slop
I have a 96 civic with 65k miles. It has Eibach coilovers and 17 inch wheels. It has a reasonable stance. Not too low that I drag over speed bumps.
Ok so on to my problem:
There seems to be about an inch or so of play in the wheel when the car is not moving. I can feel it is really easy to turn the wheel for about 1/2 inch either way until the power steering kicks in and begins turning the wheels. When driving is where the biggest annoyance is though.... It is all over the place on rutted highways. It wants to follow the ruts and sometimes does a little bump steering.
I have had a 4 wheel alignment, but this didn't help.
Any ideas on where I should start looking for problems?

it sound like the place you took it too didnt shake down the suspension, this means to check each and every joint for play, the looseness you describe, could be in any joint, from a tie rod to a ball joint, or even in the steering colomn. if you can find this loose joint, then either the shop needs to re do the alignment for free after seeing the problem and fixing it, or refund your cash.
