Default 96 civic sedan front lower contorl arm bolt???

The bolt in the pic i noticed when changing my rotors and pads , that it will not tighten all the way. Its very loose.tried tighting it and it just spins. Would it be cause the bushing is bad? Help would be apprecited

There's 4 bolts in that pic....mind saying which one ? either way either the threads on the bolt are stripped or the nut or both.

Check the back side of the bolt. Quite likely it has a welded nut and the weld has broken free allowing it to spin freely and not tighten.

your tierod boot is ripped you'll want to replace that more then likely a stripped nut if there's some bolt still sticking out put a 2nd nut on for the time being, I've done that in the past till I got it replaced/fixed.
