Default 96-98 Headlights

I'm painting my headlights right now but I was wondering if you paint the housing of the blinker part? and is it illegal if you remove the yellow thing thats around the blinker bulb

what kind of paint did you use? and how hard was it to remove the yellow reflector strip? is it painted on the inside or outside?

Looks great!
