Default 95 Civic CX - brights, wipers, and cluster lights dont work

Ok, so I just bought a 95 Civic CX with a B20V swap. The previous owner obviously had no idea what he was doing, as I have several mystery plugs, the car has HIDs but I have no brights, the wipers dont work, nor do the cluster lights. My first priority is to get it street legal. I thought it might be the switch for the brake lights but I changed that out and they still dont work. I know I should take the plug back off the switch and check for 12v on the connector first to see where the issue is but I honestly dont know where to even start on the cluster lights or the wipers. Ill post some picks of the mystery plugs and the fuse panel, because some of the unused accessory panels have some connectors hanging out of them that shouldnt be there and I think they might have something to do with the HIDs. Any help with this would be welcome guys thanks!

Check fuses. Also, if your HID kit is not a BiXenon kit you will have no brights. HIDs should also not need to be run to any of the fuse boxes.

I've already checked all fuses, yeah I think I'm gonna take those things off and put stock headlights back on, I'm reall not crazy about them and sometimes you just gotta have brights. I'll post picks of the two wires in the unused accessory slots when I get off work; Im not sure what theyre supposed to go to if anything there seems to be quite a few wires around the fuse box that dont appear to be original. But do you have any idea where I should start trouble shooting the cluster backlights. I guess I should be more specific. I already swapped out the original CX cluster that came with the car for an EX one I picked up hoping my cluster backlighting issue would be related but its not because all the lights like blinkers, check engine, oil, etc. work on the cluster just not the back lighting and I have checked the fuses with a multimeter and they were all fine.

make sure the fuses are in the correct spot alot of the times they will be 1 slot over, i have fixed some many problems like that its not even funny.
