I took my cluster out the other day to change the bulbs to LEDs and when I put my cluster back in, the SRS light came on and now my cruise control and horn aren't working. Are these things connected? I checked the fuse for the horn and it's okay. Is there anything else I should check? I've seen threads on how to reset the SRS light, but it requires some module. Anyway I can reset it some other way?

Did you replace all of the bulbs with LEDs, or only the illumination bulbs?

Pull the SRS code and check for blown fuses.

I just tried that paper clip/wire method to reset the light, stick it in until the light goes out, pull out, put back in until two flashes, but when I had mine in and turned the ignition on, the light never went out once. Maybe I'm doing something wrong or there's still a problem somewhere that's not letting it go out. Let me know if that helps anyone to narrow it down.

Stop worrying about resetting it, start worrying about pulling codes and checking for blown fuses like RonJ said.

Dead clock spring I bet. Stop messing around before you get hurt, messing with electrical stuff and the airbag deploy you will be in bad shape.
Do what others has ask you to do. Pull the code. One step at a time.

How do I pull the codes then? I've been looking around and the only thing I can find is people with OBD2, which I don't have, and then people that jump the SRS memory plug to pull the codes by counting the blinks. Mine doesn't blink. It's just on. No matter if I have the wires touching or not.

And it shouldn't be the clock spring, because I haven't messed with the steering wheel at all. Unless it's just a mega coincidence that it went bad when I changed the gauge bulbs.

This is the plug I'm referring to. The "yellow two pin connector plugged into a dummy plug" that's why everyone says to use. I just couldn't find any Del Sol specific info about where it is. Mine's on the side rather than the back or front like I've seen on the videos. Am I correct in assuming that this is the right plug?

Jump the service connector to pull the SRS code(s). SRS codes blink from the SRS light. CEL codes blink from the CEL.

Voltage test the CC and horn fuses.

No. It's a 2P connector above the ECU.
