It dosent crank woth the key i have to run a wire feom the starter to the positive of the baterry in order for me to crank it.
Their was 2 diffrent cels lastime i check with the p28 i got a cel 14 - i think is a vtec cel im not to sure and with a p06 ecu i got a 02 censor ... i checkt all the fuces and they were not blown out i check them with a test light... does the key have to be on the on postion if im checking it with the test light?? Thank you guys !
Im just tierd of spending money and not getting anywhere

Do yourself a favor, stop using a test light, and use a voltmeter set to test resistance. You should read zero ohms across the two test pins of any fuse, regardless of what position the key is in.
Check the two fuses RonJ mentioned the correct way, and then check the ground that RonJ already told you to check. The only reason you're spending money and not getting anywhere is because you have chosen to. Stop throwing parts at it, and start doing proper diagnostics.
