Read the forum rules about thread titles.

Production of the del Sol didn't start in America until 1993 and there was no VTEC trim then. Specify which engine.

If the car has been sitting for 3 years make sure the battery isn't dead.

That's ok. We were all new at one point. Can you give us more information?

Is there a CEL?
Does the engine crank, but not start?
-OR-
Does the engine not crank at all?

Check fuses 24 and 31, and also the G101 ground on the thermostat housing.

Do yourself a favor, stop using a test light, and use a voltmeter set to test resistance. You should read zero ohms across the two test pins of any fuse, regardless of what position the key is in.

Check the two fuses RonJ mentioned the correct way, and then check the ground that RonJ already told you to check. The only reason you're spending money and not getting anywhere is because you have chosen to. Stop throwing parts at it, and start doing proper diagnostics.

Do this^ specifically for fuses 24 and 31.
