Default 93 Del Sol D16Z6 Idle Control Screw Not Functional

Title says it all.

Cleaned IACV, FITV, and even before this I believe the idle control screw is not functioning.

Just trying to adjust idle so it runs smoother when fully warm. Currently idling around ~600RPM.

Define non-functional.
Did you jumper the service connector when you adjusted the idle?

When I turn the idle control screw, the idle does not change.

I did not jumper the service connector, no.

The FAQs sticky has an idle adjust diagram for your car/engine. Follow the procedure exactly.

So.....while playing around with this...I was still not noticing idle change...unplugging the IACV (which threw a code) and adjusting the idle screw, shutting off car, plugging plug back in...resetting ECU by pulling back up fuse...and restarting vehicle..

So I pulled off the air intake...blocked the hole inside the throttle body..and nothing happens.

Bad IACV?

No CEL and yes, it works.
