93 civic VX failed smog. High CO

Default 93 civic VX failed smog. High CO

I only have 1 retest so I need to get it right. Before I retest I will:
1. Change oil
2. Change air filter
3. Swap 02 sensor for the newer one I have laying around
4. Clean Egr valve
5. Change spark plugs. I already have a new distributor and wires

That's all I can think of for now. What else should I do before the next retest?
I'm only 0.01 points from passing so I don't think I'll have to do anything major like replace the catalytic converter

HC is rather high as well. I'd look for a rich condition. Check that the fuel pressure compensator vacuum line is hooked up. Take out the spark plugs and look for one that is darker than the others.

Ok I don't know what that is but I know I have a vacuum leak and an oil leak on the oil pan. Where is that vacuum line exactly? Also i forgot to mention new spark plugs are on the way. Editing op post

Move out of California. That'll fix it. Everywhere else that car is considered a classic and safety only

Off topic, but you still have to pass tailpipe emissions in Utah until car is over 30 years old, and even at that point you can only avoid emissions if you declare the car as an occasional use vehicle not used for commuting.

Its really not that hard to pass smog. The 99 Ive been posting about consuming a ton of oil passed smog just 2 months ago. I was pretty close on HC because of the oil but it still passed.

Your problem is the vacuum leak.

Yep, the county I'm in currently requires any vehicle model 1975 and newer with GVWR of 10,500 or less to pass emissions. This is a tailpipe test for cars up through OBD-1 and a plug-in test for OBD-2 vehicles.
