Default 93 Civic Si - Rain driven w/ large puddle kills engine

I have a '93 eg Si all stock. When it rains, I can drive my car fine but IF I hit a major puddle, the car starts to struggle. Sometimes I can drive it for several miles before it dies. If there isn't a major puddle and I drive to my destination, then shut it off. Do my thing and come back, the car struggles to start but sometimes it starts and keeps going.

I've searched threads for some solutions:
1. Distributor cap crack: But there are no cracks.
2. Spark plugs: I changed them 2 years ago and they look good.
3. Battery terminal/ground: I haven't tried that yet.
4. Main relay: (Next to driver's side) - I noticed it does get wet around my left foot but the car typically runs when it rains. As I mentioned earlier, the car is good sometimes when it rains but large puddles can be the widow maker. If it dies, it takes a day or two to start up again.

So any other suggestions to remedy this puddle dilemma?

Is the splash guard missing?

My mechanic suggested that, but it still hasn't improved the symptoms mruch. Driving during sunny days does help, lol.

He suggested and the guard was put on the underside of the engine bay, but it hasn't remedy the problem.

even if the cap isnt cracked, the gasket can be bad.

Use a spray bottle to put water on the cap and spark plug wires while the engine is idling. You can't tell if wires are bad by looking.

1) The yellow Barcode is the splash guard (I only took a pic of the top side.)

2) I'll also try pouring water on the distributor cap again as well as the spark plugs.

Can't tell whether the splash guard is intact and secure in picture, and you didn't post pictures of the air intake system.

Also post some pictures of the engine bay.

No pics reveal whether splash guard is intact and properly secured.

^Also, remove the old plug wires and install new ones from Honda.
