Are 92-95 Hood Latches Matches to 96-00's?
A new latch is $40 new from Honda, and the graveyard I live by specializes in 92-95's. Can I grab one from them and pop it into my EJ8, no problem?

The problem with used ones is the springs can wear out or they might not be lubricated properly anymore, which seems to cause problems.
Mine on my EJ8 randomly stopped working correctly one day. Cleaned it up, put fresh lube on it, still didn't work right. Tried again. Still didn't work. Adjusted the bolts. Still didn't work. Took the bumper off, removed the cable, replaced the cable. Still didn't work. I actually ended up having to buy another hood cable after I snapped two of them!
I would have to manually reset the latch before I shut the hood each time. It wouldn't return on it's own so the safety latch would catch it (so if you wanted to open the hood you'd have to pull the interior latch again), but the hood wouldn't shut all the way. Earlier models didn't have the black plastic cover on the front, but mine did, so I had to remove mine to be able to press that metal piece of the latch back each time.
Ended up buying a brand new latch and everything worked again!

Have you only contacted your dealership?
Check online prices. Check what they'll cost shipped as well.
My dealership will actually match online prices as well, as long as shipping is taken into account.

That's definitely wrong.
'92-00 Civic hood latches may have differences in appearance, but they are all interchangeable. I have personally verified this by installing an SR3 hood latch on both a '96-98 Civic and a '99-00 Civic, and also by installing an S01 hood latch on a '92-95 Civic.

Mine broke for no reason and was seemingly unrepairable. It was at least much easier and possibly cheaper to just buy a new one.
If the new one doesn't work, I can bring it back to Honda and get a replacement. If the used one doesn't work, I might get yard credit but that doesn't mean they'll have another one either.
Could try eBay too.
