Default 5 lug conversion, e-brake problems

I have a 92 Civic HB and I just did the 5 lug conversion. My e-brake won't engage unless I have the brake all the way pulled up, with the adjusting nut all the way. I used the whole integra type r suspension in the rear, including the e-brake cables and brackets. Are the cables from the integra type r and civic different lengths? Or did I do something wrong? Thanks.
