Default 2k civic EX rattle in header

So yeah, live in ohio so my header is pretty well tubular rust... anyways, a rattle has popped up. It sounded like the cat shield at first, which was a problem before... no, its fine, only one half in use and still welded solid.... So I started to tap on the pipe and loe and behold, when I rap on the header it sounds like there is something inside it rattling against the outside.

What could this be? I had a shop guy look at it and he said something about there being two layers of pipe in there and inside is probably broken... Ive never heard or saw anything like that before in my life nor does it make sense... so I am gonna say BS to that... but ... I guess I could be wrong.. Anyways, any ideas as to what is happening? Just had the timing belt, water pump etc.. all that done. and an oil change. Throttle seems restricted until it opens up, even then not as much power as before.

Something is definitely in that header, and it is probably time to get a new one.. but I would like to know what is the likely cause before I take action....

Also.. Id be getting a stainless 2 piece 4-2-1 from DC.. Should I just buy an O2 sensor ahead of time or is there a chance of saving the original?

or you could go out and buy a new gasket, and just take off your exhaust manifold and see whats in there

well, at least not the cat heatshield, but the header HS seems to be solid as well. Me wonders what adverse effects may occur if I remove that, I know I read of some on the stock header. Though, in the condition it is now, not sure it matters.
