2000 Civic Horn not working?

2000 Civic Horn not working?
I had asked for some guidance a while ago about why my horn would not be working...well....
I needed to get my car inspected and now my horn is not working!
There was a wire coming from the steering column that had been spliced into by the previous owner for an alarm and that has been fixed.
Now every time i hit the horn button there is a clicking noise coming from one of the relays above the diagnostic port.
I have no idea what might be wrong or how to really check to see if there is a power interruption or a fuse out, i did check the fuses and nothing was blown.
Any ideas on how to check if the horn is getting power or anything, i can't figure it out.
Also the horn is working, i switched it with another car.

yeah, i haven't had a chance to take my bumper off and get to far but hopefully today after work.
The thing that keeps me wondering is why the relay is clicking?

there is a relay down in the fuse box, when I put the fog lights on my hx I didn't have the relay and it was the same as the horn so I used it untill I had to get mine inspected so I had to get one.

Yeah my relay is clicking which stupid me is not sure what that really means?
I am guessing there is an interruption in the circuit but it rained last night so i didn't get a chance to check it out

The click sound may indicate that the relay is fine. First wire the horn directly to the battery to see whether or not it works.

that reminds me I need to buy the helms for this car, I had one for my accord but had yet to get one for this car.
Thanks for the diagram wiring always freaks me out since I ve never really had to diagnose a problem.
I have my multimeter out testing the wires under the dash but had no idea what I was really doing.

1) You should measure battery voltage at the two WHT/GRN wires attached to the horn relay in the dash fuse box.
2) If you ground the horn relay terminal where the GRY wire is attached, the horn should sound. If so, the cable reel or switch (or wires in between) is bad.

ok so i just came back in from working on my car and well the horn works
I ran direct power to the horn and it sounded, went back into the car and checked the fuses again and everything was good.
I decided to try the horn like i had before and it worked.
Now Im stumped as to what is really wrong with the horn and that whole system and what not?
Any ideas?

this happened to my car, check the actual horn buttons. when u press one of them down the ground out making the horn sound. chances are the wire is messed up.
