if it were the fuse your brake lights would not work either so you can check that simply without a test light.. but to cancel out everything but the horn itself, you can unplug it or both if you have 2..and check for power at the plug.. if you have power it is the horn that is the problem

Do you hear a click under the dash from the horn relay when you press the horn button?

easy fix. get 10ft of speaker wire. or any insulated wire, hook it up to your horn switch..im not sure if the switch is a 12v or a ground, so figure that out, then take the other end of the wire to your horn +/- depending on the switch.

sounds like your going to have to take apart your steering coulumn and remove the steering wheel and follow the horns wire to the relay may have been cut in half or something when the column was being installed before you go doing that though check your fuse box inside the cabin under the dash and the fuse box in your engine compartment for any blown fuses and if you find any get them replaced and see if it helps but alot of the time when people reinstall things in the car they get those mistery peices that you know you took off but dont know what they go to so he might have forgotten to plug in a clip or something

Your horn pilot bearing is gone! It's in the steering wheel.

inside your steering wheel there is this plastic track with a metal ball that keeps you circuit to your horn and airbag connetced because you cant just have a wire in there ittl get ripped out if you cut the wheel all the way instead the little ball acts as the wire at this point and keeps it connected alot of the time people take off or replace the stering wheel and it falls out and there is no more connection i completely forgot anout that damn ball
