1999 Civic Si No crank No start
Hey guys, I have looked this up and cant find a good answer.
So, the car is stock as could be, minus the intake on it, but my friend parked her car, came in to my work to talk to me, left and went to start her car and it wouldn't start.
We got it to bump start and it ran fine after that, but I turned it off and wouldn't even crank
Lights on the dash come on, and when I go to turn the key something clicks, and the fan comes on. o_O
So she went and got a battery, and I replaced the battery, and still nothing.
I talked to a few people, got some insight. We did a test light on both ends of the starter and both are getting power, so we replaced the starter.
Slapped it in and still got nothing, thought maybe by chance i got a defective stater from Advance Auto, returned it and got a new one.
Put that starter in and there's still nothing.
I read about a "Starter Relay" but all I could find was a fuse for a starter and that was good.
I'm absolutely ******* baffled, someone please help me.

Haha...how do you know whether the answers you found are good or bad?
Both ends of what?
Have you checked whether the rubber stopper that presses on the starter switch at the top of the clutch pedal has fallen out?
We did a test light on both ends of the starter and both are getting power

As far as a good answer, I meant something that has applied to my situation.
The rubber stopper is there and in good shape, and on the Constant power of the starter and on the part that gets power when the ignition is turned.

What voltage do you measure across the 2 battery posts?
What is the resistance measurement between the starter motor body and the - battery post?

Are you saying that the starter motor and solenoid terminals get battery voltage when the key is in ON(III)? Have you actually measured the voltage?

The Battery reads a constant 12.52 Volts.
The intermittent power that runs to the starter read anywhere from .1 Volts to 2.2 Volts when the clutch was depressed and key held in ON(III).
The fan on the radiator came on and ran as long as the key was held in ON(III) position.

What is the voltage reading at the starter solenoid terminal with the key in ON(III)?
If you run a wire from the (+) battery post to the starter solenoid terminal, does the starter crank the engine?

The fan turns on and the starter clicks means there's something wrong with her ground strap from the trans to the chassis. Check that for breakage or corrosion.
It's a large gauge wire that goes from the top front area of the trans to the chassis. You might need to remove the intake to properly see it.
To test this hypothesis quickly, you can take the jumper cable and ground a solid metal part on the trans housing back to the negative battery terminal. Car should start.

Yes. The ground is not there....so the signal is looking for ground somewhere else. It grounds thru the fan or the cluster circuits (gauge needles will move around). But since those are electrical circuits with resistance, it wont serve as a good enough ground.
