Default 1999 civic ex won't get power to main relay help

I have a 99 civic ex with a y7 block and y8 head I have put a new fuel pump. I am not getting power to the main relay it's a brand new relay some days it will work but most it will not we check with a power probe and the plug from the dizzy is only getting power from half the wires what could the problem be I can't figure it out. I bought a new dizzy and it did the same thing so I returned it I have checked the g101 ground on the thermostat

The main relay gets power from the battery and applies power to various locations via its internal relays based on the ignition switch position. Read the following links and come back and revise your question(s)... Or, maybe they'll give you the answer(s) you need.
