Default 1994 Honda Civic difficult to start when rains

Distributor cap, spark plug wires & plugs are all new. No lightning when engine sprayed with water mist while running. Starts immediately when dry but when it rains, it is necesary to turn key to "ON" position and leave it there for a couple of minutes - then it starts immediately. What components could be warmed up/dried when the key is in the "ON" position? What is the recommended order for replacing those components? Is there a way to check those components without replacing? Thanks.

check your seals.... dizzy, spark plug tubes, grounds too
