1992 civic 1.5lt hard starting.
Hard to start most of the time. Will start properly every now and again. Problem occurs hot and cold. Idle surges more when its warm. If the engine is lugged the RPM will drop off and the engine will have no power for a bit. If I come off the accelerator the eng will recover and run properly. If your not carefull taking off in first it will stall and be hard to start. When its being hard to start once it get running it smells rich. Once its runnning it runs great in town and on the highway. When it turns over it seems like it wants to catch and run but it won't. When it catches it picks up and runs good. I have cleaned out the coolant temp controlled air valve. Changed the air and fuel filters. Changed the cap (the rotor is siezed on). The fuel pump does make noise when the key is turned on. It seems like a fuel system problem. Your thoughts.

Check your spark as well, Note the color of the spark and post results here. As grumblemarc already suggested, You need to get that rotor off. A halfway done tuneup is almost as bad as not doing one at all.

Also check and clean your injectors.
If there is an abnormal pump sound, it's probably the pump.
Do all the under hood stuff first, and if there's still a problem you're gonna have to get into that pump and test it
