When my 98 hatch's (stock y7) Primary O2 died I went from 30mpg to low 20s, I replaced the sensor and all is back to normal. You must be running rich as Trump, fix the codes and then see whats up.

A base fuel injector pulse width is referenced by two inputs - RPM and MAP.
You have a code for the MAP - well I don't think the ECU is gonna want to rely on what your MAP sensor is spitting out since its already deemed a problem with it....so since it has to use something for an input, it uses a back-up set of values to allow you to limp home and FIX the problem.

A bad MAP sensor & O2 sensor will give you awful mpg, fix them, and you will see much more normal mpg..

When your car is running too rich or too lean it ruins the o2 sensor. My o2 stopped cycling when my car was running lean it also stopped working when my car was running too rich...
