An O2 simulator does exaclty that: Simulates an O2 sensor by sending signal to the computer that resembles the frequency and amplitude of a rear O2 sensor.
The car uses only the front O2's for tuning, and the rears only to make sure the cats are working by comparing the signals from the front and rear and making sure that they have varying voltage levels and freqencies ( If you cut out your cat, the airflow to the front and rear O2's will be the same and thus the signals will be equal voltage and freqency).
They plug right into the harness that the O2 sensor came from, they should be about 45-50 bux, and you can get them for most cars through http://www.summitracing.com or http://www.jegs.com (although I'm not sure if they have the ones for Hondas or not)
Of course, they only work to keep the check engine light from coming on after you gut/cut your cats...and who wants an SES light coming on all the time
