Default 00 Civic Si/B16a2 hesitation

I recently had a mechanic( work as a mechanic at honda dealer, should be legit) replace two intake valves on cylinder #1. While the head was off, i requested him to replace the piston rings. (in hopes of getting rid of the oil consumption)
But now it runs like ****, hesistates on acceleration and mid rpm, and has alot of white smoke spewing out of the exhaust. Also the problem seems to be more noticeable when the engine is warmed up.
Now he is saying he believes its a worn valve seal, and we need to have the head remachined.
Question #1, if the rings were replaced, and the oil consumption continued, would this indicate that the burning is in the head?
Question #2 with everything mentioned earlier, would a worn valve seal cause these acceleration problems? Is his hunch even legit?
Compression test was fine. He also used a timing gun and adjusted the dizzy.
Currently not throwing any CEL.

Please add car information, and post the compression numbers.

White smoke may indicate coolant burning the cylinders.

How old are the plugs, wires, cap, and rotor?

Does the CEL work?

00 civic si coupe, compression was 150 on all 4 cylinders. The plug wires, spark plugs, and dizzy caps/rotor was replaced brand new 6 months ago. yes the cel works.
I highly doubt its any of these maintance things as prior to the intake giving out the car was driving fine, the cel was flashing when the valve gave out.

Do you have a timing gun? It may be a good idea to recheck the ignition timing. See FAQs sticky for diagram.

Also check the cam timing.

The mechanic checked the timing with a gun and adjusted the dizzy a bit. Still no improvement, as aforementioned in the original post( last line)
