In california it's illegal. Im pretty sure 99% of the other states don't allow it either.

I wanted to get the blue one, but not sure how much % that is. For the tailight then, if it's smoked, it's illegal also?

That would look absolutely retarded. Please don't. Why would you want less light output?

So there is only half of a state that allows this? Or does RI only count as a half?

I don't think it'd be less light with blue ones, it's just gonna be blue colored lights. It's not like it's dark blue or anything.

Anyway what about the smoke tail? is that legal or what?!

if you remember from highschool physics, the blue film will absorb the red and green of the light spectrum, allowing only the blue to pass through, therefore decreasing total light output and creating a blue tint. but that would be a perfect case where the blue film is PERFECTLY blue, which almost never happens unless its made for scientific purposes, so you'll still have a little green and red coming through with the blue.

Colored film on your headlights FTL. Just use what gives you the most visibility and light output so you can be as safe as possible.

So is it legal to smoke the tail then? Since I want to be safe with the headlights, I'll leave it as it is, but about the tail? Legal or illegal?

I am pretty sure they will be illegal. If I'm not mistaken it is because it will take away the ability for your tailights to reflect light back. I could be wrong though.

Default Tinted tail lights

I live in Colorado also and have had my tail lights Tinted for a while and never pulled over so I would say you are in the clear for that.
