2008 SI - Coolant & Condenser Fan NOT Working
So the things I have tested/replaced.
Engine Bay Relays - Tested - OK
Cooling Fan - Tested - OK
Condenser Fan - Tested - OK
Coolant Fan Switch Harness - Tested/Jumped - OK (Fans Turn On)
Coolant Fan Switch - Replaced - New
AC does not blow cold / Fans do not turn on when AC is enabled from inside vehicle (UPDATE: AC has zero charge - Haven't diagnosed further as of yet)
Temperature / Let it get up to 230F - Fans did not turn on
Coolant / OEM - Full and No Air
OLD Coolant Fan Switch - No continuity when cold - Continuity when warm but zero resistance reading using a Fluke 87 meter.
NEW Coolant Fan Switch - Not tested prior to installing (stupid me)
NEW NEW Coolant Fab Switch - Tested Prior To Install - OK
I am unsure of what to test next. I replaced the fan switch due to the diagnostics reasoning, fan spun on when jumped, did not when hooked up normally, temperature was monitored via scanner. It spiked to 230F when sitting in traffic and was decently warm outside, while driving 50-60mph it stays at a cool 180-190 range 1/4-2/3 of the actual gauge reading. Only creeps to halfway when I sit for a while but even then rarely gets there.
Anyone else have a suggestion on what to test next/did I miss something?

sounds like the thermostat is stuck open which causes the system to always be cooler than it should, which ensures the fans dont need to turn on
replace the thermostat with a Honda thermostat, dont use aftermarkets

--- The thermostat may or may not be stuck open, the issue though, is fans are not turning on when the coolant temp rises above the temperature threshold. 230F is well above the limit for the fans to turn on.

if the fans turn on when you jumper the fan switch connector then the issue can only be two things, either the fan switch you are installing is the wrong one or the coolant temperature is not at the threshold needed to turn on the fans, which likely means the reading you are receiving is not correct
