Recently ran across this problem on one of my civics and wanted to share the fix to help some of you guys avoid the troubleshooting that I had to go through to find the obscure reason for this code in my situation. The long and short is, the secondary o2 sensor wires got switched, causing it to pull the voltage from the primary sensor, causing the low voltage for the primary, so I've pictured the correct wiring for both sides. The cause is an error in the removal of the transmission (which is common in this model due to poor design, though I rebuild a lot with raybestos clutches and a redesigned filter and have great luck with them). The issue is that in removal, they forget to unplug the secondary sensor before dropping the k-frame and wind up pulling the wires out of the connector (yes I've done it a time or two in the dozens I've pulled). The wires get switched when they put it back in, in this case the sensor ground and signal wires were switched. The indicator that the problem is in the rear is the voltage for the secondary goes from 0 to 1.3 and back, without any variance in between. When the voltage went to 1.3, the primary went to 0, and when secondary went to 0, primary came back up to functional.
