I was looking at my headlights and I noticed there was an "extra" light (encased in a circle next to low beams) that has no apparent function on my 01 civic dx.

TURN IT ONCE FOR PARKING LIGHTS ( LIGHTS YOU USE FOR PARKING WHEN YOUR NOT DRIVING...SO YOU DONT BLIND PEOPLE AND THEY CAN SEE YOU...)
TURN IT TWICE FOR DRIVING LIGHTS. ( USE THIS SO YOU CAN DRIVE AND SEE)

so in the picture (1) shows the second stage and (2) shows third stage of the control stalk, with first stage being in the off position. I was wondering what the (?) in the picture is for. Thanks.

The light switch only has two options. (not including high-beams)
0. Lights are off
1. Lights #1 and ? are on
2. Lights #1, #2 and ? are on
If your ? lights aren't coming on, replace the bulbs.
Edit: As stated earlier, the ? lights are the parking lights.

"City" lights are an extra bulb offered in most Japanese production vehicles. It's housed in the main headlamp reflector. It's not something found in most North American vehicles, because it's not a required component.
