03 accord airbag light is on..horn not working

I have a 2003 accord v6 and the airbag light is on and the horn doesnt work. I checked the horn fuse and its fine.

Yep. Cable Reel is the most likely culprit there.

Sounds like the culprit. Check out ALLDATAdiy.com for testing or replacement!
