Default Won't go over 3,000 RPMs

What would cause my 2002 Honda Accord not to go over 3000 RPMs weather is in drive or neutral

Is the car coding? That would be one of the easiest ways to find out the issue. It sounds like the car is in limp mode.

Check your oil level.
Check for any oil leaks around the VTEC solenoid.
Verify there are no stored codes.

There's a problem with the crank sensor. There's water inside it. There'll bd fuel cut on 3000 rpm. As soon as the sensor dries, it'll be perfect.

I had the same problem. Usually happens due to heavy rain or if you get the engine bay cleaned. Happens very less.
