Rusty rear quarters.

Rusty rear quarters.
I have a 1997 5spd station wagon. When the guy sold it he didn't take pictures of one side, which was rusty. Nevertheless I dragged it home because it ran. I don't regret anything but buying new snow tires for it.
I'd really like to keep it but in order to invest anymore money into it I would need to replace the rear quarter panels. My question is should I
1) salvage and replace the whole panels?
or
2) splice in the area around the wheel wells and behind door.
I have a few more things I need to check out before I do anything else with the car, like why the steering rack catches in the middle when moving the tires, and what has happened basically without any engine mounts.
