Disconnect the battery negative cable then go in and step on the brake pedal for 10-15 seconds. This will drain the power from the ECU. You can reconnect the battery after 1-2 minutes.

Earlier in this thread someone mentioned to find the radio anti theft code prior to resetting the ecu. What exactly does that have to do with resetting the ecu? Will it make the car not start?

No sir, It has nothing to do with resetting the ECU. It was a word of caution for people with the stock stereo.
Because, if you have an original stereo and you drain the power from it. The stereo will not work without the code being entered back in when you power it back up.

Yes.
But we've got a bunch of people in this thread, different year cars, etc. The ECU fuse isn't always the same fuse # in the same fuse box, and it doesn't always maintain the stereo security.
For '98-02 Accords, pull fuse #13 in the fusebox in the right end of the dashboard (near the door hinges).

Same symptoms 99 accord believe my egr clogged completely nd maybe even my cat from problem not being dealt with I just got the car wish I knew how to upload short video clip of the idle I've been going crazy cap rotor in switch relay... starter fluid to intake wen I noticed the backfire burp and carbon build up in inside of t.b and black carbon on ground behind exhaust any other opinion or input greatly appreciated
