There are Youtube videos on how to remove the plastic center cover over the entire AC and radio area on honda accords of the same generation as yours. First you take out the hazard light. It takes about 5 or 10 minutes. Once you get it out, you can see if you can get the button to work after removing it from the cover, in case it is just hanging up on the cover, otherwise, if it was me, I would go to a junkyard and get another AC controller with buttons that work. There are lots of these cars in junkyards. Any car built from 1998 to 2002 model years should have an AC that fits yours. Usually the parts at a junkyard even come with a warranty so if the part doesn't work you can take it back and get your money back. I've replaced mine several times. It costs about $15 for the AC controller at my junkyard.
