I think its the center of your headlights to the ground must be at least 22".

yup "Lowered frame (or any other part) that is lower than the lowest point of the wheel rim (24008 VC)."

Ok im sorry... heres a pic b4 winter last year, on my OE 13in DX wheels... is this low enough...the N1 scraped when I power shifted, so I was told...

I doubt you want to compare to the entrance to my place of work. It's a 30deg.+ slope concrete for about 4 feet. If I were to lower my car, I'd have to park on the main road.
