I'm having the same issue with the front of my da. The rear is tucking and room to go. But the front is all the way down and it isn't tucking. Although I still have the bumps stops and they are a good inch and a quarter/half in length. Am I riding on it? That's why it won't go down any more? If I get rid of it, will it settle down? And if it does, will the car hit the struts on bumps and cause damage?

The rear of my da looks just like that ^ and I have alittle more room to go. Not happy with the front though. It's barely under. I don't know. I think it's the bumpstop, I'm going to go ahead and cut it in half and see what happends.

even when it's tight, remember that when a car is lowered ...even when the suspension travels it doesn't travel up and down, but it continues to camber...not "rubbing" if rim/tire fitment is done properly. zilvia.net has the best examples of this

I was talking about the Z, but even though the majority of the movement is up and in, there is always some in/out movement on anything with non-solid bushings. But I guess it's not enough to matter. I've never had tire/fender clearance that tight, so I'm not talking from experience in that matter, but I have seen the result of in/out movement on exhausts that were welded to be too close to the tire.

Koni GC's look like this:
The front sleeves w/ springs sitting on the perches:
Flipping the perches would not accomplish anything, except be unsafe because you wouldn't have that lip on top of the perch that fits inside the spring, and the spring could move around on the perch when the suspension unloads (inside wheels around a corner). It's already in the optimal position as pictured above.
But you can move the snap ring on the Koni shocks. With standard Koni Sports for Civics and Integras, you can go another inch lower in front by moving the snap ring to the bottom setting, so that the sleeve will sit 1" lower on the shock.

Are you sure your using the lowest clip on the strut? If you flip the collar youre going to really make sure taht adjustment screw is tight, cause they'res no cup for the collar to sit on so if it gets loose, it would just fall off dropping the spring wont it?

flipping the perch on a Ground Control sleeve would not let it go as low as if you left it normal. Also the spring would move around when the suspension unloads and probably hit/rub the sleeve and damage the threads, as it wouldn't be centered when it was loaded again.
Flipping the perches upside down on GC coilovers is BAD BAD BAD idea, not to mention pointless.
