X2, not saying it's impossible but I've never seen or heard of a bumper for 99-00.

I'm just going by what's in my 2002 Mugen Catalog. Maybe someone who has that catalog still (mine was attacked by my dog) can verify that 99-00 Civics only have a front lip.

Take note however that neither the catalog nor the King website had pictures of the 99-00 bumper, as only a 96-98 was used for display.</TD></TR></TABLE>

i dont recall a 99-00 front bumper but there are Mugen lips for 96-98( if i remember correctly). I have a couple pics but they are on my work comp.

Only imagine it for a 99-00 as I mentioned above...

 

that explains what I was thinking of. In the catalog they had pictures of the 99-00 with the front lip, then the 96-98 Type Aero and Type Style bumpers, and written in Japanese it must have said also available for 99-00
