Yeah, OZ made these for Mugen. These are the road going wheels made famous by the Mugen GT500 NSXs and the Castrol/Mugen touring Accord. Although these are the 4x114.3 version they also made a 5x114.3 to cover the entire Accord lineup.
I wasn't too sure about them at first either. At 17x7 with a terrible offset I steered clear of them but then the history and rarity of the wheel got to me . . . just a little too late.

One thing I've always loved is the different colors for the front and rear wheels. I don't know why but that's always struck a chord with me.
