Reffed means he/she got pulled over and the cop gave the ma ticket for "not stock" parts. You have to swap everything to stock(meaning a D16, or B16/B18) and get all this inspection done and get it BAR legal. But I don't know what the laws are like in florida(or where ever you live).
IMO, I wouldn't feel comfortable buying someone else's "project" unless you know them personally. Just seems like a lot of headaches and frustration down the road. Just my $.02

Beat me to it. There are also thermal dispersant coatings out there, but it is common knowledge in the racing world that you just don't paint your heat exchangers.

most of times we in cali, we referred to the term reffed because it determined the motor is legit or not, cause reffed motors are passed by the california highway patrol with vin no. etc, most non-reffed or unbarred cars are not that easy to sell because people has no trust in it and most likely believes the motor is stolen, and being reffed kinda leaves the five o off our asses about the motor swap hassle

oh jdm motors are no problem as long u has all paper work etc, my guys in sac passed JDM motors all day, as long it passed all smog requirements (which needs chocoal canister, usdm sensors etc), no engine check light and visual it not really a priority

the term ref/reffed is coined from the smog referee.
these guys have the last say on what is emissions legal and what is not on your car, aftermarket or oem...they are surprisingly very knowledgeable.
Cali has d strictest by-laws (California Air Resources Board--CARB; Bureau of Automotive Repair--BAR; California Vehicle Code of Conduct--CVCC) and probably a couple more agencies that can spoil your day.
when cops or highway patrol pull you over and suspect anything illegal (exhaust, swaps, bolt ons, etc...) they can send you to a smog referee/testing site. Im just guessing maybe 8 out of 10 modded hondas or imports will most likely fail inspection and smog.
basically what the laws dictate is that u can only have an engine swap of the same year or newer(obd generation) with all the emissions stuff hooked up and passes smog.
a 97 civic with an older (pre-97) motor/engine swap is unacceptable and a headache here in Cali at least

haha theres no point trying to pass
well it would be a pain to make 600hp with carb legal parts. even if u did manage to squeeze all that with CARB legal parts, the smog test will fail you for sure.

i've had my fair share of paying the man to keep my car on the road...
got sent to ref twice in my itr powered ek hatch in 04. failed of course...so i paid $486 everytime i got sent there

putting them on the em1 though...
actually we already asked the ref about this, you can now install older year model motors into your 97 or what ever year your obd-2 car is because i has a gsr which was a 94 and fully converted to obd2-a and pass all emission and smog components , and its ref-able, so i guess the year doesnt matter really as long you get your sensors and ecu to run right, oem components only tho
at least there is now some leniency
last one isn't natural but its just as bad.
oh yeah, auto theft too
