Clubracer, s2k sounds like a good deal. After a thorough check and if the body is straight and the car performs well still. I'd definitely pick it up if I were you.

However...I went to change my signature and take it off one time but they lowered the sig text limit so if I edited it, I would have to take more of my links down. I just leave it that way until they tell me to make it smaller.

si sway bar is 13mm in diameter. It does make a noticeable difference, but still is nothing compared to the ASR brace / 23mm JDM ITR bar

That is the truth. I went from the 13mm si bar to the 22mm itr bar/asr brace and it made a heck of a difference.
FYI on stock oem rear bar sizes:
99-00 Civic Si = 13mm
94-01 Integra = 14mm

Listen to these guys... I too went from the 13 to the 22 ctr bar.... But you're right 13 > no bar. Although , the only time I noticed any difference with the 13 was during "spirited" driving.
