At cruising speed (25% throttle) the car will hesitate like I'm letting off the gas and stepping on it again(like fuel cutting off). At full throttle when it hits 6k rpm the car will hesitate going through to 8k (sounds like a two stage rev lauch). Sometimes I never reach full boost. 14psi
The only code it throws is 23(knock sensor).

 

No, wouldnt cause that. No knock sensor wont put your car in safemode.
