A windage tray helps keep oil down in the pan and off the crankshaft. Smokey Yunick talks about it in depth in Power Secrets, which is a book everyone should own. Basically oil on the crank is unavoidable (without a dry sump oiling system) but a windage tray helps keep it more consistant, leading to reduced parasitic loss and more consistant engine balancing.
A good windage tray should be matched with a properly fitted crankshaft scraper to really get the full benefit, though. Most people don't bother.

Sorry to disagree... a windage tray helps prevent air from being whipped into the oil by the rotation of the crank. Parasitic losses from oil are very small and balance has nothing to do with it. It is an oiling issue, air in the oil can cause bearing failure which can ruin your weekend.
