ahhhh beat me to it! Def check your cuplers on all your piping all of them. From the I/C to the I/M. Thats a must! Good Luck!

I had a simular problem a while back. it turned out the fuel pump was going out and it would lean out and the sputtering instead of boosting was detonation.
could be a problem with your fuel system as well..

what the base fuel psi? sounds like the same prob with my old honda. check the pcv valve(they tend to build up with carbon!)

Is the turbo working alright? I had a problem like this, what happened was the nut holding the compressor wheel on the shaft had backed off and the wheel was jamned. The motor ran fine, but when right as I should have been building boost it would sputter, not build boost, and blow smoke out the tail pipe.
Also I have had IC pipes come off enough so that I wasn't getting any pressure in the intake manifold, while the turbo was building boost.

What the sentence mean? What is base psi? He said he wasn't building any boost, so why does "base psi" have anything to do with it?

Make sure youre accounting for the extra "bleep" on the SMC. I was dialing %25 out instead of 35%, which was causing exactly the same condition you are describing.
Also, double-check your wiring...Ive had problems with the provided diagrams being WRONG, which will really screw things up.
