Seriously though. NJ is tough. It took me like 4 times through to get my g/f's car to pass emmissions. Everything passed first time through but NOX.

I highly recommend befriending someone that works at a shop with an emissions machine...it will save you lots of grief.
If your car came from the factory with OBD-1 equipment, you'll only have to pass the sniffer test [in GA at least], and this is doable with a turbo kit.
If your car came OBD-2 equipped from the factory, well, you're pretty much SOL. There is no sniffer test, only a computer scan. You're pretty much going to have to revert to stock. JDavis on here was tossing the idea of rigging an OBD-2 ECU under the dash in parallel with an aftermarket ECU to rack up 'pseudo miles' and allow one to pass the OBD-2 scan. Don't know if it's been done yet or not...you'll probably get better results on this route through PGMFI.org
