what is the proper way to bleed the cooling system?

Default what is the proper way to bleed the cooling system?

do i fill the radiator after loosening the bleeder bolt while the engine is idling or do i fill it when the car is off? this is for a b18b.

after filling the radiator with fresh coolant, turn the car on and let it idle till the fans come on twice. Leave the cap off and you will see bubbles come up to the top of the radiator. Keep filling till no more bubbles come up.
If i'm wrong someone correct me.

open bleeder,fill radiator until antifreeze comes out of bleeder.tighten bleeder.top off radiator and start car with the cap off. let car run until both radiator hoses are hot and the cooling fan starts. reinstall cap. works every time.

this way also works, since newer cars do not have the bleeder valve
