I think there are times when the BOV is open and sucking in air (like at idle). The filter will make sure the air is clean.
The other attachment is probably some kind of horn to help the sound?? Dunno.

from what i've heard, it makes the BOV sound more quieter..
my friend uses the Blitz DD on his SR20DET BMW.
He had the filter thingy on, then he took it off, because people didn't know his car was turbocharged
(although his wastegate with open downpipe probably gave it away)
