A) Build a manual boost controller from Home Depot parts (cheap)
B) Buy a WG spring that is designed for a higher boost level (~$45)
C) Buy a manual boost controller ($75+)
D) Buy an electronic boost controller ($200+)

Those are all the options that I can think of...

E) Insert a bleed orifice tee'd into the vacuum/boost line going to your wastegate.(cheap)

... and on a less contructive note...

F) Disconnect wastegate vacuum/boost line and control boost by feathering the throttle. (free)

if you have a delta gate you can loosen the allen bolt on top and get about 1-2 psi more

cheap, but u can build it for cheaper if you get it just right

also get a bigger downpipe if u want faster boost, I dont recommend goin up in boost if you have a stock bottom end, just get a bigger downpipe and be happier with a faster spooling turbo and working motor
