Default Wastegate question.

I bought a custom made turbo manifold 2 years ago. I want to get a Tial wastegate for it but I dont know what size to get. Its atleast 40mm and has 4 bolt holes. How do I measure the wastegate flange? Do I measure from the bolt holes across or the hole opening itself?

if it has 4 bolt holes it is either 40mm,41mm, or 46mm.
