Default very odd turbo problem

my brother just put a 14b on his beater crx. setup is as follows:

d16a6, HF manifold, 14b
conquest tsi FMIC
1g bov
dsm390s
turboedit (obd0)

fired it up and it runs fine, when we give it gas the turbo spools (it nearly sucked my hand in the compressor). also, I can hear the exhaust wheel spinning (open o2 housing).

problem: will not build boost! it sounds like the bov is open all the time (but it isnt), just this big rush of air going somewhere. easy fix right? NO! we checked the wastegate diaphragm and flapper, manifold to turbo connection, we even ran a pipe from the turbo directly to the TB (bypassed fmic / bov) to see if it would work. It boggles my mind, its going somewhere!

EDIT: air is coming out of the compressor outlet when we rev the motor, so its getting to the TB, just no boost is building.

am i missing something? turbo is BRAND NEW

I know this sounds stupid, but what kind of wastegate is it? Is it new and is it put on backwards? Believe me time and time again i see people bolt on the deltagate backwards.

check all your charge pipe couplings, you have a leak somewhere.

we put a hose directly from the turbo to the TB. Im thinking its the WG flapper or a manifold leak under high load. more investigation tomorrow!

14b o2 housings typically crack at the wastegate flapper.

edit:

you can build a leak tester like the one from vfaq.com
