Default up for an inspection throwing codes

can someone help. I live in ny state and they just started doing this nyvip program that hooks up to your car and monitors the obdll. It then sends the info to the dmv who will then tell you if you pass or fail. I have a 99 civic dx hatch that is turbo'd. I have a high flow cat and a huge leak in my down pipe. I also have an apexi air fuel controller. the codes I am throwing are P0170 and P1106. I have no check engine light either. I found out their definition but i have no idea on what to do to fix the problem. If someone can help me before the end of march.

hey p0170 means :
Fuel Trim Malfunction (Bank 1)
according to the actron OBD-II scanner my friend just bought.
his itr swap is throwing the same swap. we think it could be o2 sensor-related.
maybe i have helped, maybe not. good luck and you may want to invest in one of the scanners. my friend paid $75 -> worth it.
