Default turbo surge point

is it possible that my turbo could be at its surge point during acceleration? what can i do to prevent it? when the engine is under a load at lower rpms the boost gauge jumps back and foward over about a 5psi range and it also sounds like the wastegate is fluttering? i checked all the plumbing and vaccum lines and everything seems to be tight. i just baught a new bov and i took the wastegate all apart cleaned it up and lubed it and seems to be working properly. im stumped........no idea whats wrong

What turbo on what engine? Its usually caused by too large of a turbo, but if you have surge like that you must be running a massive turbo with small turbine housing.

its a T04E turbonetics turbo,turbonetics evolution wastegate, vortex bov, treadsone plumbing & fmic, 450cc inj. chipped ecu at 9psi

t04e means nothing. what trim, ar of turbine housing, and engine?
