If a turbo is water cooled and not oil cooled, do you run a oil return line. What is water cooled and how do it work? I am new to this and would like some info.

A turbo is either oil cooled, or oil and water cooled. Not just water cooled.
You will have oil on both turbo's..
the water (coolant) is circulated through the turbo to keep it cooler and to help extend the life of the bearings
